Program Costs
January 2021 - December 2025

Total costs = $131,953,683
State share = $25,778,618

The above program costs are based on data received through open records requests to Georgia’s Department of Community Health. Most of the data are derived from Georgia’s Quarterly Medicaid Expenditure Reports (CMS-64) dating from when the program was approved in October 2020 through December 2025. The awareness campaign data are not included in the CMS-64 forms; that data was received through an open records request to the Department of Community Health. It is important to note that, as of June 30, 2025, the Department of Community Health had awarded the full $20.7 million for the awareness campaign to the vendor; however, the vendor had only expensed about $10 million of the award amount as of that same date. The awareness campaign had an anticipated end date of November 2025.

Please note: The costs above do
not reflect expenses related to preparing and submitting the 1115 waiver, expenses related to the two Pathways to Coverage lawsuits filed by the state or funding for a pilot media campaign that ran in early 2024.
